if I'm not wrong you can use the CAB webbrowser to view and print images via NVDI. I'm sure there are more sphisticated programs though, but CAB is available in a free demo.

About a cheap DTP program with colour support, have you looked at Calamus SL-Lite ? It costs 50 EUR and is a vialable in a 30-day test version (for free).
