Your right, this isn't a bug. You use the SETCOLOR command to set the colour for the pot i.e. setcolor 1,0,0 would set colour pot 1 to black (0 colour, 0 luminace). You the issue the COLOR command to select which pot to use before you plot and drawto.

P.S. You can also directly poke the colour values into the colour registers rather than use the SETCOLOR command. I can't remember all the locations from memory, but 712 is the background. i.e. poke 712,50 turns the background pink. Try it as a direct command from the READY prompt and you will see what I mean.
