Well,
there are several programs in fact. Some polish floppies (Top-Drive, Toms 710 and 720,etc.) have built-in MS-DOS read+write capability (180k, 360k and 720k) or there are external programs like "Tight Formatter" (for the TOMS drive) which let you format a disk in PC format...
For the Atari floppies like 1050 (must be enhanced with Happy!) there is a program like IBMread.COM which lets you read IBM formatted 180k disks. For the XF551 there is a program by Bob Puff (CSS) that lets you read 360k IBMdisks, next I have also two programs that let you read and write 360k IBM disks...
But err well, who has 5,25" PC disks and floppies nowadays (well, I do) ?!? -Andreas Koch.
