To format the disk, yes, Atari Artist will do the job. In fact, anything that offers a "Format" option will do the job. However, this is only to set the tracks on the floppy to be compatible with the 1050 drive. You still need DOS system to be copied on it if you want to boot with it.
If you don't wish to boot with the floppy, then "Format" will do.
