too bad for you - you can't do that on the Atari. You must boot in a DOS in order to then format and/or save data to a disk that is already formatted. This is the way of the Atari, live with it or go somewhere else.

First, what kind of attitude is this?!
Second, you can use a floppy disk without having to write boot files on it. Yes, you need DOS to format it, but once it's formatted, you don't need to be able to boot from it to be able to use it.
