Just because the Falcon features a 680x0, that doesn't mean that you don't need to emulate certain aspects of the chip, since you need it to interact a certain way with the emulated system.
Various attempts have been made to port Megadrive/Genesis emulators to the CT60. The problem isn't the Z80, but rather the fact that the whole system needs to be emulated to provide some degree of compatibility.
The SMS Plus (Sega Master System) emulator runs at full speed on the CT60 (@25Mhz bus). IMHO it's quite playable if you have Jaguar joypads.
