Honestly, i don't think you need a book on that.
First, IDE and newer SCSI-drives are not really being formatted anymore by software. The reason is that they already feature a fixed-format from the manufacturer that cannot be changed anyway.
The only process necessary to get a harddrive going on an Atari is to partition it (which usually includes the initialisation of a FAT filesystem) and to install a driver.
That driver has to be in the boot-sector of the harddisk.
MFM and RLL drives can and need to be formatted before they can be used. That is a lengthy procedure that might also differ from controller to controller (Vortex HDPlus for example can in NO WAY BE USED in conjunction with HDX, AHDI or SCSI-Tools).
This is really "formatting", which implies the creation of sectors and blocks.
A really good book on harddisks is "Scheibenkleister", unfortunately it's all in german (and i'm not going to translate it ;-). Otherwise, i don't know any good books.
