There are a few new TOS compatible machines available.I agree that the Milan is a bit outdated, but the upcoming Milan II features USB and other modern stuff. I think it supports MC 68060 processors. But the 060 is about as fast as a P200, so to really get Atari up to modern speed, PPC processors and 3d accelerators are almost a requirement.
But comparing todays Ataris with the Falcon and TT, you get alot more power for the same price. A Falcon was about 7000 kr here in Sweden while for the same money today, you'd get a Milan with alot more expansion capabilities. However, 3dfx glide and openGL aren't supported. I think there's a MesaGL driver available, but it supports software mode only.
My advice for buying an Atari is to wait for the Milan II with USB. It has good expansion capabilities, and you can use PCI cards. An alternative is to use Linux on it .
