You're omitting one thing: useability. With a lean OS such as TOS, a Milan 060 is much faster that your P120 running Windows bloatware.
The only apps that will suffer from the slower CPU are those calculation intensive programs, like raytracing or MP3. For anything else (word processing, internet, programming, etc...) an 060 processor is more than enough.
The problem with switching processors (G4 or PPC) is that you will be emulating everything, because these processors are not compatible with the 68K family. You might as well just stick Gemulator into a PC, which is what I do.
