All manufacturer warranties I've seen are very strict in the same way, especially on high-volume and low-cost products that are now essentially disposable as far as repairs go. Instead of recommending against one particular manufacturer (because like I said, that is the common case in my experience), I would recommend in favour of one that is actually unusual in offering a more lenient policy. So far I don't know of one, but I do know Plextor (as well as building excellent drives, even if they are based on Sanyo mechanisms) offers excellent *in-warranty* service. Faulty drives get replaced very quickly indeed, direct from Plextor.
