As a first wild guess, i'd say the SHIFTER cannot access the memory. Then the screen stays black and all other attempts to continue booting will be halted.
Since you have an STE, try different SIMMs or have a look at whether they're all firmly attached and interchange them.
If that's not the case, it can also be a TOS problem, but i rather expect a memory problem here.
