Yes, there are still people that write programs for Atari, including me.

If you dislkie original hardware or clones becouse of speed, there is always Aranym (aranym.sourceforge.net). It is a great, and very fast emulator.
We do not need to rewrite whole TOS, there are:
EmuTOS - a TOS compatibile OS under GPL based on heavily upgraded sources released by Calders (see below)
FreeMiNT - a free multitasking kernel TOS compatibile
Xaaes - a free AES
fVDI - a free VDI
As you see, all thing are here.

Lots of assembler things has to be rewritten too.

Digital Research (now Caldera) did only GEMDOS 1.0 and sold all rights to Atari (for Atari version)
They released PC-GEM under GPL already.
It is now possible to use free Aranym, with free EmuTOS with free FreeMiNT with free fVDI with free Xaaes ;) to have totaly free TOS compatibile machine :)
