I asked Didier about this years ago, and I even sent him a PC player to look at. I can't remember why it couldn't be done, maybe the decoding algorithm is not public. The VCD standard was developed by some of the big Japanese electronics companies (Panasonic and Sony were two, if I remember right) and never caught on anywhere apart from Asia, mainly because people there don't like paying for original stuff and VCDs are easy to pirate because they are just CDs and CD burners have been around for years. The sound and video quality of VCD is not particularly good.
