There are 'lots' of them. Just look around a bit. For example, there was a news item about WinDom on the atari.org Web site only a few days ago.
I'm sure several of them are usable and have decent documentation.

I've not seen any I've liked myself (except GEM++, and C++ wasn't an option for me at the time), so I wrote my own. I wouldn't recommend doing that unless you are more interested in the means than the end, though. ;-)
