I vaguely remember that the TT030 doesn't have the blitter named BLiTTER. :-) Though, this is from the dusty cobwebs from my memory.

I know there were initial 16MHz versions released do to a flaw in the design, which was later fixed and 32MHz were released. I'm not sure if they shipped flawed 32MHz versions and not tell anyone about it. (I wouldn't put it past the Tramiels).

Perhaps some versions have the BLiTTER, while others don't.
