You might try Makedisk / ST-Disk and similar programs - they can create disc images under DOS, i.e. files that are treated by ST emulators as floppy discs.
If the diskettes are formatted normal and you would be accquainted enough with computers, you might easily change the boot sektor of the diskettes to let it work as DOS/Windows formatted ones. It's a very unimportant difference.
The diskette format of the ST was thought to be DOS compatible.
