Sounds like the disk drive. You could try running one of those floppy drive head cleaning kits through it.
You shouldn't use them on drives that work because they're a but dodgy, but as a last resort they are worth a try!
Otherwise you'll have replace the drive. You can use a PC one, (http://vezz.atari.org), but I don't know if that's too much hassle for a beginner. It's not too hard... and you might have fun, who knows!
Have you tried formatting the disks on that ST?
