I had the same problem for a while.
It seems like some version of HDDRUtil require you to "initialize" the boot-partition, otherwise the Falcon will not see this partition as the boot-partition.
So i recommend you look for a menu entry probably named "engage partition" or "initialize partition" or something (not to be confused with initializing an MFM-drive).
This will probably mark the boot-sector of the drive executable or something - i'm no harddisk expert - and then the Falcon will read it.
And before anyone protests now "i never had to do that stuff to make a harddisk bootable" - it happened to me, too, and that was the way i solved it.
