From what i know, the "Sparrow" booted a TOS 2.07 and the only difference to 2.06 was the fact that it checks for the DSP on bootup.
Also, one of the additional customchips was most probably the "RASCAL"-chip, a 16-bit extended version of the NS-LMC 1992 of the STE that controls the analogue sound output which was not implemented in the "Falcon".
Nobody really seems to know why.
The Sparrow-docs i have bear no other difference to the Falcon that was actually being sold.
Michael Ruge has such an extension board you mentioned, but it is faulty, lacks some chips (empty sockets) and he absolutely no docs about it.
