I suspect the newdesk.inf file has been set to autoboot the program. You can edit it with a text editor or simply throw the file away, make the changes you want, and select "Save Desktop".

It depends a good deal on what you want to do. The computer has a basic, built-in OS on chip (called TOS) that will run most programs.
