There are two other things if the machine isn't booting from harddisk (I took that for granted):

1. There is a floppy in the drive which autoboots. Solution; eject the floppy from the drive.

2. There is a ROM cartridge inserted. Solution; unplug the cartridge.

I find it highly unlikely that there is a custom TOS eprom..
