Not necessarily true.
At least here in Germany (and I assume Werner lives here, too) the very early 520 ST and 520 ST+ came without TOS-ROMs. You needed to boot from floppy.
I used to have such a machine and never managed to buy the ROMs after they were available.
However, you are right, Jon: the other Software (Basic, Logo) was slow and buggy.
