I haven't seen this particular problem before, but there's a chance that you have a PAL system, rather than NTSC. It's a long shot, but...
As far as suggestions...
Email me in a couple of weeks, say November 1st, and remind me to post here regarding my circuit. I'm currently trying to put it on a board, but classes take all my time. :( This is a very sweet circuit, capable of producing S-Video or composite. I put the prototype into the machine that Glenn Sauders used to produce the Cyberpunks' "Stella at 20" documentary. I'll be installing these for people for a minimal charge, and I'll also make the schematics available in some format. I'm just holding off until the board is finalized....
