You can buy the older TOS ROMs at Atari dealers such as Best Electronics in the US. They ship to Canada. I believe it's only $20 for TOS 1.02.
You also bring up a point about TOS compatibility that I don't understand. Yet again, I see someone saying TOS 1.02 is the most compatible TOS version there is for games and demos. I 100% DISAGREE!!!!!
I had an original MegaST with TOS 1.02 and a 1040ST with TOS 1.0. I recall a number of games that would not run on TOS 1.02. Some include Gunship, Into the Eagle's Nest, Defender 2 and Street Fighter 2. All these ran fine on TOS 1.0. The funnty thing is that these games actually ran on my MegaST when I upgraded to TOS 1.04! But for some reason, it didn't run on TOS 1.02. I'm boggled at why TOS 1.02 compatibility was not checked on these games yet TOS 1.04 compatibility was checked. Some games will only run on TOS 1.0 such as The Pawn, SDI, Guild of the Theives (a number of Rainbird/Firebird games only run on TOS 1.0).
So as you can see, the original TOS 1.0 is still the best TOS to run games on. I wonder where this TOS 1.02 myth came from? Because from my experience, IT ISN'T TRUE! (and I can prove it if you want to come over :-) j/k)
