GFA-Basic is not Freeware; you might find some image by simply searching for gfabasic.st or gfabasic.msa... - note to use a version in the language of the TOS image(!)
MAKEDISK is a DOS tool for creating ST images out of Atari ST floppy disks.
If you got an Atari ST you also may copy your files onto simple DOS(Windows) DD(! 720KByte) formatted disks and put it into your virtual ST harddisk folder, if your emulator supports this.
In principle there should also be a tool that can convert Atari ST disks for DOS - it's all almost about two bytes in the bootsector...(!)
BTW: there were two standard BASICs: the ST BASIC (no so good multi-window editor - but must have been seen) and OmicronBASIC (a bit like GFA-Basic, not that comfortable, but more flexible, faster and good to combine with Assembler)
