Diamond Edge can do that.
Dunno tho if it's willing to do it as long as the bootsector is messed up, but if you're lucky enough, it just might fix that problem too...

Now, DADE doesn't change anything on the disk, unless you tell it to do so. If that bootsector IS ever lost, you can still find your files and COPY them over to a second drive or a floppy or RAMdisk, with DADE.
I'm a bit curious here, how do you know that the FATs and the directory are ok, and how do you know that the bootsector is filled up with semicolons, if you can't access the drive? I guess you are using some kind of disk monitor/editor? Then whatch up! Some of them were written with floppys only in mind. i e they do NOT understand any other sector-per-cluster ratio than 2/1. Such proggies could mess the drive up even worse! Believe it, I learned that the hard way...
DADE keeps track of everything on the HD, and it does it good! :)
Another pretty good app is MONOMON(E). Not by far as good as DADE, but it has its bells and whistles. It has special functions for jobs on the bootsector, and even checks it for viruses! You should find it @ any Atari FTP DL site..
