I had the similar problem once: I bought a falc in a PC tower togeter with the original (empty) case. The original atari falcon PSU and the atari falcon030 nametag were missing. Later on I purchased both items at the atari fair in Neuss (back in ehhh 1997 I believe - the company still exists - Best Electronics http://www.best-electronics-ca.com). But anyway: I _did_ modify a AT powersupply to fit in the orinal case. You have to make a mounting plate for it from a piece of the original AT(X) PSU housing, or get one out of a broken ST (you have to bend it a little bit to get the on off switch to fit). The big problem I had were the large coolingplates of the AT PSU. They wouldn't fit in, so I decided to desolder the transistor (or whatever) where the coolingplates were atached to and than solder them on the bottom side of the PSU PCB. In this way I was able to use the rebuilded mountingplate as coolingplate. Than the Fan. I heard you can't just disconnect the fan from AT/ATX PSU, because some models use the powerconsumption of the fan as a balance for something (I know, it sounds vague to me too, but if you disconnect the fan you can end up blowing up all and that's not because things ge hot).
So you have three choises: 1. replace the original fan with a tiny one (eg one from a 486 cooler). 2. Replace the cooler with a resistor of about 100ohms (12V/100ohms=0.12Amperes= aprox. equal to the powerconsumption of the fan). or 3. make sure you get a mini ITX or whatever PSU whitout a fan or without the technical need for a fan. The latter is fairly impossible to verify because vendors don't give you the design of their PSU. Good luck, and keep us posted. Nice to see other people who dare to touch atari internals.
