The cracked Cubase Falcon won't record at a frequency other than 32KHz, because that's the clock that's generated by the Falcon's crystal (or something). The Dongle also provides an external clock so you can do 48KHz.

Wrong.
The CAC (cubase audio clock) provides the 44khz clock. The cracked version WILL record at whatever clock you supply via the DSP port (with the CAC plugged in).
If you dont have a CAC you can get the proper crystal yourself and make your own cac.
