If there is noise from the hard disk then it is probably spinning. Does it make the usual "clicking" noises of the read/write heads moving back and forth as hard disks do when powered up? If so, then it could be oxidization on the hard disk connections to the motherboard. Try unplugging the cable and plugging it back in a few times. Check the voltages on the PSU output, if they are too low then certain devices (especially drives) may not power up correctly.
