Hi,
I think it's not the 24-bit addressing bus because 24 bit are good for 16 MB. And the width of the data-bus (16 bit) doesn't matter to the number of accessable RAM (just how fast the transfer is).
As far as I know it's some MFP-thing or the MMU that denies access to RAM above 4 MB.
