Here is the low down, the ST/FM/E is limited to only 4MB because of it's MMU. The 68000 CPU can access 14MB. The marpet +8 card simply has its own MMU, to get around this. The Falcon is limited to 14MB (as are all Atari's), because ROM lives at the upper address space. Anything more than 14MB is considered TT/Fast/Alternate ram. The 68030 is capable of addressing a gig of ram I think, could be wrong. I have 78MB of ram in mine using the CT2 which again has it's own address decoder. The difference between the Falcon/TT and the ST's is the 68030 has own internal MMU. This is why Outside only works in a 68030 or better machine.
