My NEC models are the LCD1530V and the LCD1760V. They both only have horizontal SIZE adjustments, no vertical SIZE adjustments. They do have horizontal and vertical POSITION adjustments though. Are you sure you're not mixing up the POSITION and SIZE adjustments?
That would be strange if the US and Japanese models are different. I'd wonder why they would do such a thing...
