You can't judge a monitor by its number of buttons... My last main work monitor had two buttons (plus one joystick for menu navigation) not including on/off and it cost over 1,000 UKP and was best in its class at the time. As you also don't specify which NEC or Samsung you have, that's a very general statement to say stay away from them. I've used NEC monitors with plenty of screen control and impeccable image quality.
The artifacting you speak of is called moire interference - TOS 2.0x/3.0x didn't have a solid colour by default for the desktop, it was a 1x1 chequer-board. This causes moire even on my low resolution Philips RGB monitor, fact is, all colour CRTs suffer from moire to a degree (due to the RGB mask and phosphor pattern, whereas a monochrome CRT has no mask and thus, no moire), and the higher resolution and sharper the CRT the more prone it will be. Some have a moire reduction function, which has the effect of softening the picture.
