I thougth the name of this program was speak text but if you found it under STSpeech name I won't mind, I have it at home anyway ;-)

You were wondering if such a program exists on PC. It Does !
Microsoft provide some speech application freely on it's web site. You could make speak and animate some designed characters with their API.
You could also act on character speak flow and voice mood. But you won't have the pleasure to listen to a good old and cold computer voice...
