Using a VGA monitor, you will only be able to see the high (monochrome, B/W) res, and not many games work in that res, sorry.. and to make it even more complicated, the mono res signal does not appear on the RGB pins, it is a composite B/W VGA signal, at pin 11. Meaning it need a VGA monitor with such a CVGA input - very rare today..

But you may not be out of luck anyway,
there are still tricks left to be evaluated..

Since your TV doesn't have SCART, I guess you connect your VCR to it via the antenna cable..? And I'd guess all VCRs on earth has at least one SCART conn. So, you could use the VCR as a HF modulator, by connecting the STF's RGB to the VCR's SCART! Then you can view both medium/low col res on your TV... (most games runs in low res)

We can only blame Atari/Tramiels for this resolution/syncrate mess, but I have seen the VCR trick in action many times - it works..
