The improvements (read: bug fixes) are not only for the later shipped cards, but available to anyone with a JTAG cable to reprogram the xilinx fpgas.
The reason for delays is probably that Rod has to program every ct60 fpgas and put the latest tos into it, plus testing so it actually works. And I guess most machines are ordered with 060 chip from rod himself, so he has to mount it and glue the heatsinks etc.. Then there's the packaging and post business.
If you have a full-time job beside, it takes a bit of time to complete 150 shipments.
