with "01F43G" and "QEC39544A" Malaysia in one corner.

The short answer: yes ... hopefully
From what I've heard over the last couple of years, Motorola on occasion labeled full 060 as EC060. There are several reasons why they might have done this including:
1) an honest mistake
2) a rush order for EC chips that they couldn't fill in time
3) a batch where the FPU/MMU was bad an unacceptable number of times (the design of many large chips is such that the parts are tested separately)
Of the three, #3 is the most likely. My guess is that Motorola had a production run with x% failure in the FPU or MPU and they rejected the batch as full. However, the primary core was O.K., so they labeled them EC. "x" can be quite low and I really doubt Motorola individually tests every chip. Hence, a person with some time on their hands can hand sort the "full" ECs from the "real" ECs. On the other hand, Motorola is not certifying that the FPU/MPU work correctly.
