Do you have sound coming out of your monitor speaker? Press some keys on the keyboard when the desktop shows up and listen for the keyboard clicking noise coming out of the monitor speaker.

The floppy circuitry is tied to the Yamaha sound chip too, so if the sound chip is bad, floppy access may be a problem too.
