If you mean HD is in HDD ( High Density Drive - or 1.4MB Floppy Drive ) then NO, the STE needs to be adapted in order to use a HDD. This is just a PC Floppy Drive that works with the Atari.
What I think this particular Floppy is doing, is simply that its a 1.4MB Drive, currently working as a 720k and in order for you to be able to use it as a 1.4MB again, you need to put it back to how it was, and also have your STE adjusted to take it.
A hell of a lot of normal PC Drives can work with the Atari, and some just need a jumper changing, others dont even need that! - Floppy Drives for a PC are about £3 - £10 depending on who cons you the most.
I think ( personal opinion here ) but £15 on ebay is a lot of money for a Floppy Drive no matter what it is - the only real bonus is that this one you know will work on your ST.
