More information might help too, as a lot of us (well, me anyway!) don't know what Grand Prix Simulator II on the C64 looked like.

Having four players, I assume it has an overhead view like
* Super Sprint http://www.atari.st/view.php?id=1716
* Supercars 2 http://www.atari.st/view.php?id=1699

My guess: Micro Machines. That was by codemasters I believe.
It wasn't released on any Atari though, you probably played it on a Sega Megadrive/Genesis
