Cheap hardware means retarded hardware. And retarded hardware requires a retarded software, not a retarding OS.
GEM is the best choice. It's clear and user-friendly. Perhaps MacOS classic may be better, but there are no sources available.
Further a custom machine is necessary. You can't sell old PCs - most of them are destroyed.
You have to produce something on your own: a compact board with a cheap CPU, low power consumption, robust and portable. Further you should be able to work on a TV set instead of a VGA monitor.
