What you "need" to get going depends on what you're doing.
If all you want to do is fire up some old games, then all you really need is an ST,
a joystick and/or mouse, a power cable, a TV cable (nothing special, steal the one from your video machine) and a few double-density floppy disks.
Hard drives are good, and if you can get one cheap, I'd do it, but they are not a necessity. (lots of games won't run from a hard drive anyway).
The STs operating system is built into ROMs, so in case you're worried about "so do I boot from floppy? How do I install it?" etc, don't! Turn it on, and it will boot.
I do of course speak generally here, as some old STs don't have the OS on ROMs or the built in floppy drive.
STs that have a floppy drive and OS built in are:
STF, STFM, Mega ST, STE, Mega STE, TT, & Falcon 030.
STs that do NOT have the floppy and/or powersupply built in are the STM, ST+, and plain "ST".

A CD-ROM is not likely. 1.44meg probably isn't that likely either, but is possible, and easy to do yourself.
A hard drive, yeah, that could happen pretty eaily on eBay or where-ever. Expect to pay a little more though...
