Because IDE wasn't invented yet. :)
And because the SCSI specification wasn't standardized yet. :)
So at that point (1985), you either went with MFM, RLL or roll your own interface. Atari saw that SCSI was the upcoming standard to go with and went with a modified version of SCSI with full implementation at a later date.
