I know what it's like... I'm currently having issues with an eBay purchase of my own, over $300US...
It was sent on the 19th of March apparently, and is only 100km or so away from myself, in the same country, and I haven't heard a thing from the post office!
With any online purchase, as long as there is some proven record of payment (ie anything but cash) and you use registered post, you can't be ripped off. If they say you didn't ask them to send via registered post, you have email records, and also the final price of the item on eBay. If there is a record of you paying a lot more than the final price, it can only be for insurance. Certainly not a tip :p
So anyway, there's no need to panic if you follow those rules :-)
I find it's best to always stay civil too. Even if someone is obviously doing the transaction really badly with delays etc, if you just send friendly "questions" (they are really reminders) and stay constructive, the person doesn't feel as if they've crossed the line yet, so they will be more willing for you to stay friendly.
If you get edgy, snap, or leave a negative feedback prematurely, they might start to think they've got nothing to lose because you're already a disgruntled customer. This is when they just go "ah, fucck it" and give you problems, leave negative feedback etc
I wish the person I was buying from was someone like Clint (who most of us kind of know on this message board as a friendly bloke), it would help with the anxieties a bit :-)
