Yes, I have formatted using AHDI, but it did not take more than a few minutes. The HDX utility (version 5.04) however says that no old (or new) sectors are bad. Could it be something else that is hiding the missing 15 mb?

Could you perhaps have multiple sectors set up? Install a drive D: from the desktop and see if it exists.
