Have you ever tried Geneva? It's pretty old now, but it might be what you're looking for. It runs on top of TOS, and simply adds multitasking abilities (cooperative, not pre-emptive), and more customisation to the look of the GUI. You will need to get both Geneva itself, and a desktop program (sold separately). The same company makes a program called NeoDesk, which integrates well into Geneva, but it's lacking some more modern functionality. Others you can choose from are Thing, TeraDesk, or Jinnee.
Geneva's main advantage for you is the fact that unlike Magic and Mint, you can set parameters for each program individually, and Geneva adjusts itself when that program runs. You can even take it down to (nearly) full TOS 4 compatibility, along with singletasking. Cubase Audio runs just fine under this system, so I'm sure just about any other MIDI sequencer will run as well. You can download demos of most of these, including Geneva. I'd give it a try!
