I'm going to be one of these picky newsgroup/message board warriors here, but "d00d!1", atari games aren't "roms"!
ROM stand for read only memory. In arcade machines and cartridge-based consoles, the games were stored on ROMs. Hence the emulators require ROM images of these games.
The ST had a few ROMs on the motherboard to hold the operating system. So when people talk about ROMs in the atari scene, that's what they mean, not games.
ST games were stored on disks. Sometimes you download disk images, sometimes you download the game files, which are not images at all.
