I was never aware of there being a 16Mhz version of the PAK upgrade, all the ones I've seen/heard of were quite high speed, 30 - 40Mhz. From what I can gather it seems to bascially make your STe into a TT (by giving it a 68030, TT ram and TOS 3.x) assumeably with all the compatiability issues vis a vis games and "unclean" software that brings with it.
