The first thing you need to know is that the 1030 cannot auto answer because it does not have a built in ring detector. Don't worry, though, you can make your own ring detector by hacking up a joystick cable.Nearly every magazine of the day had plans for doing this, and I'm sure there are some here who can tell you how to do it. (I found an SX-212 a while back, so I haven't had need of a 1030 in years, so I couldn't tell you how to do it now. )
