The subnet mask tells what signals are to go to what ports. 255 = on, while 0 = off.
Thus when you have 0.0.0.0, you are telling ALL traffic to go to that port. On the other hand, 255.255.255.0 would tell just the traffic intended for the 192.0.1.x subnet should go to that port.
